Cancels a scheduled broadcast by deleting its schedule row and marking the broadcast as cancelled.

Operation details:

Deletes schedule entries for task_type sms_schedule_task and this reference_id.

Updates broadcast status to cancelled with audit metadata (updated_at, updated_by).

Restrictions:

Fails if no schedule exists to delete.

Fails when scheduled time is within next 15 minutes or already passed.

Response:

Returns success status, user-facing message, and the affected broadcast ID.
